Write an eval charter for one agent

The charter is a list of tasks written before any grader exists, so the work is deciding what "pass" means for each one. Start with the rules that must never break (approval, documents as evidence, one matter only), then add issue-spotting tasks in positive and negative pairs, and give each task the cheapest grader that can check every one of its criteria. The decision that matters most is writing criteria against structured fields (topic, tenure, evidence.quote), because that is what turns nine of the ten tasks into code checks instead of judge calls.
