Port the skill and subagent to eve

The Claude Code raise-enquiries skill copied unchanged into an eve agent, and a search_reviewer subagent with no default tools, read_file added back and the parent's sandbox. Run once with the shared sandbox and once without, the subagent's read_file either finds the pack or fails with "File not found", and the trace shows the skill load and one task per search.

The skill needs no changes: eve reads the same SKILL.md, uses only its description, and ignores name. The work is in the subagent, because a declared eve subagent inherits nothing from the root agent: not its tools, its skills or its sandbox. The decision that matters most is the one-line sandbox.ts with defineParentSandbox(). Without it the reviewer gets eve's default sandbox, an empty /workspace, and can't see the pack the root agent was seeded with. The model comes from .env.local (OpenRouter or a local Ollama model, as in the eve setup), and an offline scripted model lets you run every step of this page, with real eve, without spending anything.
