Verify tables and plan references in code

Both checks use structure the document carries itself. A budget states its own total, and a register names the colours its plan must show. So neither check needs to know the right answer, only whether the document agrees with itself. The decision that matters most on the plan side is that a colour counts as present only if it forms a connected region above a minimum size. With a share-of-pixels threshold, either the pale tint is missed or scanner speckle counts as a tint.
