Build an enquiry question set and an option-order check

Three small modules, each checkable without a model. questions.py holds the question set: a structured Choice with the same three fields on every option and an other, a companion Noul that gates it, a four-level urgency Score written as situations, and two single-condition Nouls. triage.py turns answers into a route with every threshold as a named constant, checking the fraud flag first and sending SDLT figures to code. order_check.py rotates the Choice's options so each takes the first slot once and asks every rotation in one request: questions are independent, so this costs tokens but no extra round trip. The decision that matters most is reporting the flip rate and the probability spread separately, because an order effect can move probabilities without changing the winner.
