Build and test your first request

Each concern lives in its own small module, so it can be checked without a model: questions.py holds the three typed questions, wire.py turns them into the exact HTTP body, cost.py holds the price and both context checks, and retry.py retries only 429 and 529. The decision that matters most is injecting what you don't control: retry.py takes post and sleep as arguments, so the backoff schedule is something you can assert rather than wait for, and run.py feeds fixed distributions through fake_answers, so the confidence values can be compared with hand calculations. enquiry.py ties it together: it builds a minimal state, asks the questions through jevlocal with a pinned model name, and summarises the answers.
